The Romans tried their best to makes the Celts look like savages as no one understood their lifestyle. Roman Catholics Crusaders massacred thousands of the Celts before the Celts managed to get the Catholics to allow some of their traditions into the Catholic religion where they could still practice their pagan path under the guise of Catholicism to avoid further persecution. 

The rich and powerful ALWAYS try to portray the people they wish to conquer as "savages", "crazy", "worthless", the reason for their problems and/or better off being conquered. The Romans and Roman Catholics did it to the Celts. Germany's Hitler did it to the Jews. White racist Americans did it to Native Americans and the Mexicans. White American legislators did the same to the Chinese by initiating racist immigration quotas in order to exclude and keep to a minimum Asians and Latinos who would be able to emigrate and become American citizens. This is not a new tactic of the 1% throughout history.
